Pop to any other site and youll see the same restrictions. Due to the proliferation of internet shopping the "grey market" became more of a threat to local businesses in territories who couldnt match the prices paid for by consumers from the US. In this instancem you can pick up a sale board on any site fom the US at a) a much better MSRP than the domestic market; and b) at a much higher percent off due to the heavy competition in the US market. In Japan for example, even at around 40% off a Burton custom simply matches the non sale retail price in the US. Now throw in the US sale price and it becomes much cheaper to just import the board from the US.

Though it doesnt make a huge impact in a market like the Japanese one which is very very Japanese, in a country like Australia or even in Europe this can be a huge deal and force retailers to either cut back on future orders with the supplier (and jeopardize the inroads and networks a manufaturer made to get a foot hold in that territory) or may even result in the retailer going straight out of business. So to clamp down on it, retailers agree to not sell outside their territory, and in turn are assured that further competition wont arise unexpectedly from outside their region).
