Made by Option of Vancouver Canada. Depending on the year of the board it is either made in Vancouver (by Option) or Austria (by Elan).
I can't see the top sheet photos (too small) so I can't give you an estimate on the year.

Man I haven't seen an Option board in quite some while...yeah without the topsheet photo this is impossible...a ton of Options used that similar base design.
